For the majority of standard commercial shipments arriving at any UAE port β including Khorfakkan, Sharjah ICD, Sajaa Port, Khalifa Port, or Sohar Port β the following documents are required:
1. Commercial Invoice
The commercial invoice is arguably the most important document in the customs process. It must clearly show the seller's and buyer's full details, a precise description of the goods, the HS (Harmonized System) tariff code, unit price, total value, currency, country of origin, and payment terms. Vague or incomplete invoices are a leading cause of customs queries and holds.
2. Packing List
The packing list provides a detailed breakdown of what is inside each package β quantity, description, gross and net weight, and dimensions. It must be consistent with the commercial invoice and the bill of lading.
3. Bill of Lading (Sea) / Airway Bill (Air)
This is the shipping document issued by the carrier. It serves as a receipt for the goods, a document of title (for sea freight), and evidence of the contract of carriage. Customs requires the original or a telex-released copy for sea shipments.
4. Certificate of Origin
The certificate of origin confirms where the goods were manufactured or substantially transformed. It is used to determine applicable duty rates β particularly relevant when importing from countries with which the UAE has preferential trade agreements (GCC, Arab League, India, etc.). A generic or incorrect certificate of origin can result in overpayment of duties or shipment holds.
5. Import Permit or No Objection Certificate (if applicable)
Certain product categories require a permit or NOC from a UAE federal authority before import. These include food products (MOIAT/local municipality), pharmaceuticals (MOHAP), chemicals (ESMA or MOI), electronics (TRA), and weapons/security equipment (MOI). Arriving without the required permit means cargo will be held until the approval is obtained β which can take weeks.

- Food and beverages: Health certificate from the country of origin, conformity certificate, and sometimes a specific UAE product registration number.
- Pharmaceuticals: Ministry of Health registration and import permit for each product.
